The Flemish government took some decisions on 20/7/2018 that should reduce the use of fossil fuels (fuel oil, natural gas,...) for heating homes.

For example, starting in 2021, homes in new subdivisions will no longer be able to be connected to the natural gas grid. From that date, an energy level E30 (current EPB standard is E50) will be valid for new construction, and the limited residual energy demand can easily be met by sources other than fossil fuels.

Heat pump:

This plant extracts heat from the ground, water or air using a compressor. One of the most important factors when choosing is the efficiency. This is expressed by a COP (Coefficient of Performance) value and an SPF (Seasonal Performance Factor) value. The COP value for a heat pump represents the ratio of electricity consumption to heat output and is usually between 3 and 5. This heat can be used to heat a room, but can also provide domestic hot water. In concrete terms, this means that for a new home with an average heat demand of 10,000kWh, savings of 6,500kWh can be achieved after installing an air-to-water heat pump with a COP value of 3.
The SPF value also takes into account the electrical and thermal losses depending on the temperature of the heat source. As a result, it is always lower than the COP value.

Heat grid:

This uses waste heat coming from industry.

Heat pump boiler:

This type of boiler can only be used to heat sanitary water and will gradually replace electric and gas boilers.
These measures are part of a memorandum submitted to the Flemish Parliament by Deputy Minister-President Bart Tommelein in the framework of the "Draft Flemish Energy Plan 2021- 2030. At the moment, these measures have not yet received final approval and details will be announced later.
