What is asbestos?

Asbestos is a harmful substance found in more than 3,500 building materials. It consists of very small fibers that you cannot see with the naked eye. We distinguish between bonded and non-attached asbestos.

  • Adherent asbestos

    In bonded asbestos applications, the asbestos is bound with a strong binding agent such as cement, glue, bitumen or plastic. Because of this binding agent, there is less chance that the asbestos fibers can be released into the air, thus harming health. However, it is not allowed to sand, break or drill asbestos-containing materials, as this still releases the harmful substances. Bonded asbestos is mainly found in slates, corrugated sheets, floor and wall tiles.

    Nonattached asbestos

    In non-attached asbestos-containing applications, the asbestos is bound with a weak binding agent such as plaster or plaster. Because the asbestos fibers are in a loose or weak bonding agent, they are more easily released into the air and therefore more likely to be inhaled. It is impossible to remove unbonded asbestos without damage. Therefore, you should always use a licensed asbestos removal contractor to remove non-fixed asbestos. Non-fixed asbestos is found in pipe insulation on heating pipes and in older floor coverings.

    The dangers of asbestos

    Asbestos is a harmful substance. The fibers cannot be seen by the naked eye and can be released when asbestos-containing material is damaged, such as in the form of dust. When you inhale these asbestos particles, it can lead to serious diseases such as lung, lung, or peritoneal cancer. Symptoms of asbestos disease usually appear after 30 to 40 years of exposure. The more often you are exposed to asbestos fibers and the higher the concentration of asbestos fibers, the more at risk you are of getting sick. So it is hugely important to make your living environment asbestos-safe.

For which buildings?

Non-residential buildings that are not heated and have asbestos roofs, for example, sheds and stables.

What are the conditions?

  • Remediating an asbestos roof and installing new solar panels.
  • The new solar panels will be placed on the remediated roof or on the roof of another building on the same parcel.
  • A quote for asbestos removal and asbestos disposal must have been signed and an advance invoice paid between 1/1/2022 and 31/12/2022.
  • The solar panels must be installed by Dec. 31, 2024, and timely registered with Fluvius between Jan. 1, 2022 and Dec. 31, 2024, and no earlier than the date of the first invoice for asbestos removal.
  • The new solar panels must cover at least 10% of the total remediated roof .
  • In specific cases, this premium combinable with
    • solar panel premium for non-residential buildings 2022 of up to 1,500 euros, to be applied for separately from Fluvius
    • the green power call (please note that in order to be eligible for support through the green power call, a file must be submitted and approved during a call period before one may proceed with the purchase of the solar panels).

What amounts?

If you meet the conditions, you are entitled to a premium for asbestos roof removal of 12euros/m2 (up to a maximum of 50% of the invoice for asbestos removal and disposal).

Who can apply for the premium?

  • Investors in roof asbestos removal and disposal of non-heated non-residential buildings.
  • Investors participating in the agricultural sector protocol within the asbestos removal policy that includes the tender for the disposal of the asbestos material may also be eligible. The application may also date from in 2021. More information: https://www.ovam.be/land-en-tuinbouwers.

How and when to apply?

  • You apply for the premium in two steps:
    • You can activate the temporary premium from April 1, 2022 to March 31, 2023 through Fluvius' premium office. You attach to the application form proof of signed quote or signed purchase order and at least a 10% advance invoice for asbestos removal and disposal, both dated in 2022.
    • After the asbestos removal and disposal is completed and the solar panels were installed, you can complete the premium application no later than March 31, 2025.
  • Online through the Fluvius website.
  • Necessary documents to apply for the premium:
    • On activation:
      • Request form.
      • Quote for asbestos removal and asbestos disposal (both dated 2022) or for participants in a the sector protocol agriculture within the asbestos removal policy where the tender for the disposal of the asbestos material is part of it, the proof of registration to this sector protocol. This notification can also date back to 2021.
      • An advance invoice, advance invoices, or an invoice for the complete asbestos removal and disposal of asbestos-containing material dating from, or dating to 2022. For participants in the agricultural sector protocol within the asbestos removal policy where the tender for the removal of the asbestos material is part of it, an (advance) invoice for the asbestos removal dating from 2022 is sufficient.
      • Proof that at least 10% of the deposit for asbestos removal and, if applicable, disposal of asbestos-containing material has been paid by 2022.
    • When completing the premium application:
      • Request form.
      • Contractor's certificate regarding asbestos removal.
      • Attestation from the contractor regarding the installation of the solar panel system.
      • All invoices pertaining to asbestos removal and, if applicable, disposal of the asbestos-containing material.
